Job Title Manager Budgeting Department Budget and Financial Policy Reports to Deputy Director Budget and Financial Planning Background The Budgeting and Financial Policy Department is responsible for the Bank s budget and resource allocation risk and capital adequacy financial policies and planning. The department has a team of around 12 staff covering these areas. In terms of budget and resources allocation activities the department is responsible for establishing the Bank s administrative and capital expenditure budgets and for monitoring their execution. The Manager would have budget management responsibilities for a number of Bank departments with the ability to communicate at a senior management level being a pre requisite. The position requires strong intellectual leadership and drive in support of delivery objectives. Do you have the following skills and experience? Four to eight years experience in financial roles within blue chip or professional organisations. Education relevant to a financial environment Mba qualified accountant or Finance Economics background. Strong academic record. Experience of working within a banking environment would be useful but not necessary. Good accountancy knowledge. Computer literate (Windows Word Excel and Outlook) with practical experience of It systems such as accounting packages and spreadsheet models would be an advantage. The core responsibilities for the Manager will be Responsibility for budget-related client management for a number of departments within the Bank. Taking the lead in 1. preparing the annual budget process in respect of specific client departments 2. active monitoring of business plan and budget execution reviewing directly with departments as necessary 3. resolution of specific budget issues that may arise. Responsible for the preparation of specific sections of documents issued to senior management and to the Board such as the Business Plan and Budget document and quarterly institutional performance reports. Directly support the Deputy Director to develop and present proposals for the overall budget framework for the Bank. Leading ad hoc analysis of resource utilisation issues such as review of productivity across functions analysis of key expenditure items such as travel and consultancy and involvement in new It systems. In these tasks the manager would be responsible for 1. the specification of objectives and scope of analysis 2. guiding other team members in detailed analysis work and 3. presentation of conclusions proposals. Maintaining the relevance of policies procedures and processes related to resource management. These policies and procedures include budget and accounting guidelines and staffing issues. For some of these tasks the Manager would be expected to work closely with and supervise support staff in the budget team. Flexibility the ability to adapt and work effectively within a variety of dynamic and complex work situations and programmes whilst maintaining a professional attitude.
